As the end of 2025 approaches, the government will once again introduce the term “Rupiah Redenomination.” This Rupiah Redenomination is included in the Ministry of Finance’s 2025-2029 Strategic Plan and is a National Priority in fiscal policy. The term “Rupiah Redenomination” needs to be reintroduced so that all generations fully understand and recognize it. In this article, we will thoroughly discuss what is meant by Rupiah Redenomination. What is Redenomination? According to the Big Indonesian Dictionary (KBBI), redenomination is defined as the simplification of the value of the Rupiah without changing its exchange rate. This policy differs from “sanering,” which drastically reduces the value of money, as occurred in 1959. In redenomination, the number of digits on the currency denomination is reduced, but the actual value remains the same. For example, Rp100,000 becomes Rp100 after redenomination, but its purchasing power remains the same. History of Rupiah Redenomination Speaking of Rupiah Redenomination, Indonesia has already implemented a Rupiah Redenomination. On December 13, 1965, Indonesia implemented the Rupiah Redenomination policy, a pivotal moment in the nation’s monetary history. This policy involved removing three zeros from the old currency. For example, the old Rp1,000 denomination was replaced with the new Rp1, without changing the currency’s purchasing power or exchange rate on the market. Indonesian President Sukarno printed Rupiah until inflation reached 0.1% at the time. The government simplified the value of the Rupiah (Redenomination) from 1,000 Rupiah to 1 Rupiah based on Presidential Decree No. 27 of 1965, the goal of which was to create monetary unity throughout Indonesia. However, this policy dealt a major blow to national banks, especially those that had deposited additional capital, as it was drastically eroded in an instant. Bank customers’ savings also shrank by 1/1000. All these efforts to reduce the value of the currency proved ineffective in curbing inflation, and prices continued to soar, resulting in hyperinflation. Current Redenomination Plans Bank Indonesia Governor Perry Warjiyo stated in June 2023 that the concept of redenomination had been in the works for some time. Digit simplification is considered capable of increasing transaction efficiency and reflecting Indonesia’s economic credibility globally. However, this policy still requires in-depth study and thorough preparation before implementation. Internationally, redenomination is often implemented to improve financial system efficiency and strengthen the country’s economic position. A concrete example is the use of the symbol “K” as an abbreviation for thousands, such as Rp 15K for Rp 15,000. Redenomination also simplifies the financial system and accounting records. As the currency with the largest denomination in the world after Zimbabwe and Vietnam, the rupiah currently requires simplification to be more competitive. Through redenomination, Indonesia is expected to be more equal with other countries, particularly in Southeast Asia. [/col] [/row] Legal Perspective on Redenomination The purpose of having a legal basis for Redenomination is to fulfill three legal objectives: legal certainty, benefit, and justice. Legal certainty must be clear, and the law itself must not be open to multiple interpretations. Equally important, the regulations must be unambiguous once implemented. The redenomination process is feared to create confusion among the lower-middle class regarding the value of the currency. This could also lead to losses for the lower classes, such as rising food prices due to traders hoarding stocks.
